Encoding Change

Changing the encoding will most likely break the translations and the selector. I need to figure out why and somehow fix it.

Here are some welsh characters, when you change the encoding to Windows 1252 the Y and W in Welsh should turn into question marks, but also the rest of the letters will be rendered incorrectly too. This is will happen even on the base site. If you are on the proxied version of this site and you change languages, all hell will break loose!

Interestingly enough, on the proxied version of the site - the character encoding will still be reported as utf-8 in Fiddler. This is because (I think) the WSM forces that value (that's the point of this investigation and page!)
