Plain Text - But Actually HTML

I'm checking to see if HTMLGlobalsOnly = TRUE makes badly configured pages not work properly - see 3147

The heading at the top "WSM Test" is a global replacement - if this page is reporting itself as text/plain then it may well not work, if HTMLGlobalsOnly is true.

That's the theory anyway.
