Encoding V2

This is a test page for work item 3116, the issue here was that the base site was encoding the page using ISO-8559-1 because they don't have any Welsh characters. But when we were processing in the WSM we were mistakenly recombining back to ISO-8559-1 instead of UTF8 so all the welsh characters disappeared. I need to have normal text in this page which I can translate into Welsh text
